Audit and compliance work for Tribal gaming operations

We perform internal compliance audits against the NIGC Minimum Internal Control Standards and your Tribal Internal Control Standards, financial statement audits, and Title 31 audits for Tribal casinos and the agencies that regulate them.

Services

What we do

Every engagement is planned from a risk assessment of your operation, so testing covers the standards that apply to the gaming you offer and skips the ones that don’t.

§542 · §543 · TICS

Internal compliance audits

Area-by-area testing of internal controls against MICS and TICS, with exceptions tied to the standard and a report in the format your regulator expects.

Financial statements

Financial statement audits

Audits of Tribal gaming operations’ financial statements, performed by a team that already understands casino cash flows, cage accountability and gaming revenue.

31 CFR Chapter X

Title 31 audits

Independent testing of your Bank Secrecy Act compliance program: currency transaction reporting, suspicious activity monitoring, recordkeeping, and the flow of transactions across sample weeks.

Second review

Independent review

An independent review of audit work performed by your internal audit department or another firm, before reports go to management and the regulatory authority.

Staff development

Training

Training for internal auditors, compliance staff and regulators on MICS, TICS and Title 31 requirements, and on how to test and document them.

Software

AuditAxis360

The audit management software we built for our own engagements: risk assessment, area workbenches, evidence, review sign-offs and reports in one place.

Approach

How an engagement runs

  1. Risk assessment

We profile your operation: gaming class, games offered, credit, foreign currency, revenue tier. The answers decide which areas and standards are tested.

  2. Fieldwork

Each area is tested against its standards on sampled dates, with every document reviewed and the evidence kept with the workpapers.

  3. Exceptions and report

Exceptions are listed with the standard they relate to, separated from operational observations, and reported in the format your organization already uses.

  4. Follow-up

We schedule each area within a year of its prior review and follow up on findings within six months, so nothing falls through the cycle.

Our software

AuditAxis360

We replaced our Word and Excel audit programs with AuditAxis360, audit management software designed around Tribal gaming audits. Our teams use it on every engagement, and we are preparing it for internal audit departments and regulatory agencies.

  • ✓Risk assessment that decides which audits and steps apply
  • ✓Workbenches for each audit area, with time budgets by step and auditor
  • ✓Evidence uploads and reviewer sign-off on every step
  • ✓Exceptions listing tied to MICS and TICS references
  • ✓Audit reports drafted in each client’s own report format
About the firm

Von Schimmelmann & Associates CPA

We are a CPA firm focused on Tribal gaming. We developed our own audit programs for each area of a gaming operation, and our staff perform the fieldwork with the same programs every time, so results are consistent from year to year.

Curtis Von Schimmelmann, CPA, CIA, CGMA

Curtis began his career in gaming in 1995 as an internal auditor for a Nevada corporation that owned and managed seven casinos across the country. He rose from Assistant Internal Auditor to lead the company’s Corporate IT Audit department, auditing every gaming area as well as hotel operations, food and beverage, marketing, purchasing, employee benefits and information technology. As an Audit Senior there, he passed the Certified Internal Auditor exam on the first sitting.

He was then recruited by a regional public accounting firm as its Director of Internal Audit Services, overseeing internal audit engagements at Tribal gaming facilities across the United States. In that role he performed MICS compliance audits and audited the financial statements of Tribes, Tribal gaming operations and other Tribally owned enterprises.

Curtis holds degrees in Political Science and Economics from the University of Nevada, where he went on to complete the Accounting Program, and passed the CPA exam in 2000. He has taught accounting at the college level and has presented at numerous conferences and seminars.
